While this
settlement will likely come from insurance money, the trickle down effect of it will most adversely effect the people in need of services and education. And not the people who were responsible for making sure this sort of thing didnt happen. I saw no mention of state workers being fired and the rich people who know there is a problem and do nothing wont feel the effect of loss of services. The system isnt going to fix itself.
